Arunachal welcomes first passenger train in state

ITANAGAR, Apr 07: The Arunachal capital was today put on the country's railway map with the first passenger train of about 400 commuters arriving at Naharlagun near here.

The train with 10 passengers and two goods compartments, towed by a diesel engine, left Dekargaon at 7 am and arrived here at 12.30 pm, covering a distance of 181 km.

"It is a great day for Arunachal Pradesh," CD Sharma, who had bought the first ticket for Naharlagun at Dekargaon railway station for Rs 35 said.

Prime Minister Manmohan Singh had announced introducing train service in his package for the state on January 31, 2008.

Informing about the arrival of the train, Chief Minister Nabam Tuki during an election rally here yesterday announced that Rajdhani and Shatabdi Express would be introduced soon to link Arunachal to national capital Delhi.

The ambitious 20-km railway line project had missed its target of December, 2011.

The engine made its maiden trial run from Harmutty to Naharlagun terminus on January 14 last while a high level team led by the Planning Commission member (North East and Power) BK Chaturvedi had inspected the Harmutty-Naharlagun on January 17 last. PTI

 

Addl. forces deployed at Yazali after group clash

ZIRO, Apr 07: Many people sustained injuries following a clash between two groups suspected to be that of NCP and INC at Pitapool petrol depot this morning.

Lower Subansiri District SP and ARO Yachuli rushed to Yazali police station to take stock of the situation. An FIR has been lodged at Yazali police station vide Yazali case no.8/14 U/S 341/324/326/427/395 IPC in this connection and  further investigation is being launched.

Additional forces have been deployed in Yazali to prevent and control the law and order situation. To maintain public peace and tranquility 144 CrPC has been imposed in the Yazali and Raga Police station limits.

Meanwhile, the DEO convened a meeting with the election agents today at his official chamber and cautioned of further post consequences. The DEO at the same time appealed to all sections of the society to restrain from any act of violence and let the spirit of democracy prevail. DIPRO

 

Cash seizure increase to Rs 4.31 crore

ITANAGAR, Apr 07: The Election Commission appointed teams in Arunachal Pradesh today seized cash amounting to Rs. 8,36,550.

Cash apart, the static surveillance teams and flying squads have made seizure of large quantity of liquors, CGI sheets, five motorcycles, numerous posters, flags, pumphelts, caps etc today.

According to an official data prepared till today, a total amount of Rs. 4,31,90,130 have been seized so far by the EC appointed teams in the state.

 

DEO holds coordination meeting with AROs and sector magistrates

SEPPA, April 7: The DEO cum DC Tarin Dakpe holds coordination meeting with AROs and Sector Magistrate in DC’s chamber, Seppa today. DC briefed the role and responsibilities of AROs and Sector Magistrate and urged them to maintain proper coordination during the day of poll.

General Observer Surender Kumar suggested the Sector Magistrate to take note of the critical, Hyper sensitive and sensitive polling stations of their jurisdiction and make physical verification to these polling stations and also to ensure that whether polling team reached their respective polling station and if so, asked them to check the polling materials to see that everything is proper in all respect. He also sought to give a message from sector magistrate of each & every polling stations that “Mock Poll was carried out and voting began” during polling day. It is also to ensure that the polling team left their respective polling station after completion of polling process i.e. after 5 pm. The Sector magistrate and AROs were also asked to return back after dispatch of all polling team.

SP, Apang Tamut briefed on the entire communication and deployment plan of security personnel as per the report critical, hyper sensitive, sensitive and normal polling stations.

EAC (Eln.) Dochoro Lama informed that 163 polling team already moved to their respective polling stations and 4 team to move by tomorrow. DIPRO

 

DEO clarifies

SEPPA, Apr 7: The DEO cum RO 12-Pakke Kessang (ST) Assembly constituency clarified that the withdrawal of Atum Welly, MLA candidate (BJP) from 12-Pakke Kessang(ST) assembly constituency was accepted on verification of his authorization letter and specimen signature submitted to RO, Seppa.

Reacting to the press release/news issued by Welly and published in this daily on March 29, the RO said that the press statement was baseless since the RO had followed all rules/directives of Election Commission in this regard, according to a release issued by East Kameng DEO.  

 

DEO seeks cooperation of political parties

AALO, Apr 07: The West Siang District Election Officer M K Sahoo called a meeting with candidates/representatives of various political parties in presence of election observers at Conference Hall of DC office on April 6.

While seeking cooperation from all parties, Sahoo laid stress on stopping the campaigning trail 48 hrs before commencement of poll as per the ECI directives. No vehicle will be used for transshipment of voter, he said. The central election observers who were present on the occasion also gave their useful tips and do and don’ts on the day of poll. The Superintendent of Police Rajesh who is constantly monitoring the law and order in the district also appealed the candidates and their agents to share any information related to law and order problem in any part of the district. The candidates and representatives of political parties also raised various issues to be shared with DEO.  DIPRO

 

Upper Subansiri readies for polling

DAPORIJO, Apr 07: In view of the approaching polling day on 9th April for the simultaneous Parliamentary and Assembly elections and to maintain law and order in the area, night patrolling and checking has been intensified in Dumporijo and Daporijo areas. Additional forces have been deployed in Dumporijo area and round the clock patrolling and monitoring has started and the situation is back to normal now, informed District Magistrate Tahang Taggu (IAS).

Casting of votes through Postal Ballot for government employees on election duty and polling duty in the 244 polling stations under the Upper Subansiri district saw 1598 votes being cast for the parliamentary elections and 1326 for Daporijo, Raga and Dumporijo Assembly Constituencies on its last day.

The day also witnessed the distribution of EVMs and polling material for all the polling stations and the movement of polling personnel to the polling stations so as to reach the place well in time for the polling day. DIPRO

 

Polling personnel move for their polling stations to remote places

KHONSA, Apr 07: The polling personnel to remote polling stations have moved to their respective polling stations today. All types of conveyances like buses, trucks, Tata Mobiles, Gypsies and other vehicles are being used to transport the polling personnel. However, many of them will have to walk on foot to reach their destinations. There are a number of difficult places with steep climbs, especially in Lazu and Dadam areas.

The polling personnel are enthusiastic about their poll duties. There were imparted training on various facets of conducting the election smoothly. All the polling personnel are accompanied by security forces in all the polling stations. The Nodal Officer, Transport has to work very hard to arrange vehicles as there is shortage of vehicles. Apart from resorting to requisition of government vehicles, private vehicles are being hired. DIPRO

Further, 79 postal ballot papers have been dispatched to various electors under 13th Itanagar Assembly Constituency to various districts through the postal department under the supervision of Hento Karga, EAC cum Nodal Officer Postal Ballot of 13th Itanagar in the presence of the DEO Papumpare Ashok Kumar and RO Itanagar Mige Kamki.

 

More polling teams leave for Dambuk

ROING, Apr 07: 20 more Polling Teams for Dambuk and Hunli Sub-Divisions, 13 teams falling under 42-Dambuk and 7 Teams falling under 43-Roing left for their destinations today. The 13 polling stations of 42-Dambuk AC falling under Dambuk Sub-Division is also not too good when surface communication is concerned as it is situated across the Dibang river. The Polling teams have to cross the Dibang river through the country boat which is not so safe as the water current is fast and turbulent during this season of the year. The polling teams have to walk on foot for some distance in between the rivers and cross some tributaries of the Dibang river by foot which is said to be in hip high at present.  

SEIZURE: Meanwhile, the Flying Squad along with Static Surveillance Team of Koronu led by Olom Panggeng, CO Koronu seized a sum of Rs 2,67,500 from an INC party worker commuting from Roing to Tezu yesterday. With this the total seizure of cash increased to Rs 6,36,740 till April 6.

Dry Days:   Being declared for three days beginning from two days before the poll day as per the ECI Guidelines, the District Nodal Officer for Excise, K Zirdo, Superintenndent (T & E) along with Sanjay Taram, Magistrate sealed all the wholesalers, wine shops and beer bars in the district today. BJP accuses Chief Minister of misusing Govt. machinery

ITANAGAR, Apr 07: The Bharatiya Janata Party (BJP) Arunachal Pradesh unit today leveled series of allegation against Chief Minister Nabam Tuki and State Election Commission.   Addressing the press persons at party headquarter state BJP President Tai Tagak alleged  that the CM bungalow has become important place to stash Congress money and added that CM’s cavalcade is used to transfer money to various parts of state. He also hinted tacit understanding between Congress and State Election Commission.

“Chief Electoral Officer C B Kumar was commissioner to CM two months prior to being posted as chief electoral officer. Just before election huge exercise of transfer and posting of officers were done across the state. These were done at the behest of CM,” said Tagak. He further added, “Money is being carried out to various parts of state whenever CM travels in chopper. Massive amount of money is being withdrawn from banks of Tinsukia, Dibrugarh, Tezpur and Lakhimpur. This money is directly taken to CM bungalow and from there distributed to rest of the state.”  Those vehicles belonging to ruling party leaders are allowed to move freely while opposition candidate’s vehicles are thoroughly searched by flying squad member. “We have written to chief electoral officer in this regard” said BJP President.

The party, meanwhile, said that it has submitted an audio CD in a local dialect along with  memorandum to the  CEO in favour of its claim which was  reportedly returned back by the CEO. “It is very unfortunate that the CEO, instead of appointing a neutral person to translate the local dialect recorded in the CD into either in Hindi or  English, has returned the same asking the Party  to submit  the translated version of conversation recorded in the CD”, Tagak said. It is nothing but a delaying tactics to take any action against our complaint, Tagak lamented.

While expressing deep concern over recovery of Rs1.85 crore at Yazali from the vehicle of INC candidate of 16 Yachuli assembly constituency, BJP President Tagak urged election commission to disqualify the said candidate and added that party is ready to provide proof to the election commission in this regard.

BJP president further stated that despite repeated complaints regarding misuse of govt. machinery and flow of money in the state, the election commission has failed to take any action in this regard.

“Dissolving of assembly 6 months prior to actual date of election itself was conspiracy against people of state. If election commission fails to take action despite so many complaints lodged by us, then young Arunachalee citizen will lose faith on them and will think that they are part of conspiracy hatched by state government,” said Tai Tagak.

Tagak also claimed that all the Arunachalee students selected for vocational training in various parts of country in the name of job mela are not allowed to come back to participate in election process after state government issued instruction to the respective institute not to grant leave to them. BJP also took exception to the tactics of Congress party to communalize the speech of its prime ministerial candidate Narendra Modi. “Narendra Modi never issued threat to any person during his rally at IG Park. In fact he shared his vision of development and had only warned that wrongdoing will not be accepted. We strongly condemn such malicious act of trying to communalize the issue,” said Tagak.

BJP manifesto released

Meanwhile, coinciding with releasing of party’s national manifesto for coming parliament election, the state today BJP released its own manifesto for Arunachal assembly and Lokh Sabha poll. Party promised to provide a strong, transparent, efficient, stable, people-friendly and participatory Govt for all round development of the Himalayan state if it comes to state’s power.

The manifesto promised to provide good governance and streamlining, strengthening of entire administrative system in the State.

It also assured proper maintenance of law and order “taking due consideration of both external and internal security threats on the land and its people”.

The BJP’s poll manifesto further promised devolution of full power to Panchayati Raj Institutions and Municipalities, regularization of SSA teachers and NRHM employees, establishment of SMART City Township with all modern facilities in east, west and central Arunachal.  The manifesto also promised that the BJP Govt will find favourable solutions to the pending demands of state Govt employees including enhancement of employees’ retirement age from 58 to 60 years.

Besides promising self-employment avenues for the women, it assured to redress the acute accommodation problem being faced by the Govt employees by constructing new Govt employees’ colonies in the state capital and district HQs.

It further assured the BJP govt will carry forward all developmental policy and programmes initiated and launched during the previous BJP-led NDA regime under the visionary leadership of Atal Bihari Vajpayee.

The party shall give focused attention on primary health care services and revamp health care delivery system. The party, if voted to power, shall initiate priority measures for establishment of All India Institute of Medical Science (AIIMS) branches and similar medical institutes of such repute in Arunachal. Seeking people’s support, the manifesto pledged for “a better, secured and progressive Arunachal”.

 

 

BJP urged to refrain from leveling wild allegation

ITANAGAR: Apr 07:  Arunachal Pradesh Congress Committee (APCC)  today urged the  BJP state unit to refrain from leveling wild allegations against the CM.

The BJP president today levelled wild, baseless and unauthenticated allegations against the CLP leader and Chief Minister Nabam Tuki accusing him of bargaining a deal to buy MLA besides using the CMO for clinching deals and distributing money, the APCC Vice President Padi Hinda said adding that when the opposition BJP is exhausted of its energy to face the ruling Congress, it has been levelling one after another concocted allegations.

“Neither the CM’s motorcade nor the chopper carrying him is exempted from checking by the election authorities. Such allegations have been levelled matching the time of end of the campaign period to send a wrong message about the ruling Congress tactfully.”

The BJP should refrain from such wild allegation or else the APCC would be forced to knock the door of justice to set the record straight, the release said.

 

 

It is time for people to think for a change for development: Moyong

PASIGHAT, Apr 07: The Bharatiya Janata Party of 38th Pasighat East Assembly Constituency held its general election meeting at Pasighat yesterday.

While addressing the meeting attended by business community, public and party workers at Pasighat market, BJP candidate of 38th Pasighat East Kaling Moyong  said that it is the time for the people of Pasighat to make a change to bring over all development in the area.

While highlighting the present public grievances of 38th Pasighat Assembly constituency, he said that the people of the  area have been facing electricity problem since 10 years despite repeated assurance to short out the problem by political leaders.

He further said “We have sufficient water resources but there are no water to fill even a bucket of water in Pasighat area.” The another factor for this water shortage is that due to digging of ponds for amusement park and swimming pool at Pane Korong our drinking water intake point has dried up. The people of Pasighat area particularly who are using the Pane Korong water pipe line should ponder about it. In last election some of the candidate had assured supply of 24 hours drinking water to every house hold by tapping water from Siang River and other sources, but the  drinking water problem is still there.

He also pointed out dilapidated Pasighat township road, colony roads and Pasighat to Rengging road and Pasighat to Yagrung road, defective recruitment policy in Govt jobs,  improper land allotment policy in Pasigaht, anomalies in disbursement of Arrears of Assistant Teachers (A) and   dilapidated law and order situation in an around Pasighat township, He  said the law and order has been deteriorating not because of police inefficiency but because of interference of politics in the day to day routine of police.

BJP candidate Moyong assured that he will definitely look into the electricity, drinking water, and road problems and other issues on priority basis and also assured that he will not allow to shift the present vegetable market to distance place like fish market if he is elected from 38 Pasighat Assembly Constituency this time.

It is worth mentioning that Kaling being a grandson of one of the pioneers of Pasighat area has a dream for better Pasighat and better tomorrow. But he lost his last assembly election from NCP ticket. Moyong appealed to the people of Pasighat to support him and vote for a change and development in the ensuing election and also urged the people to stand united in the fight against nepotism and corruption in Pasighat area.

BJP MP candidate Tapir Gao said that there should be proper development in the Pasighat area and the country. While briefing the corruption activities by UPA and Congress led state government he said, Congress is a disease we should stop it and we need to fight against corruption in the state.

Highlighting the recent Chinese intrusion in India Gao said “Our country is not safe in the hand of Congress”. So to make our country strong and safe we should support BJP in all fronts.

While appealing the public to support BJP in the ensuing election Gao said “Your right decision and contribution on April 9 voting day will decide our development”.

Earlier, Retired Police Officer Tangyat Taggu expressed his displeasure on excessive rise of price of essential commodities  and appealed to the people to topple the Congress government by supporting BJP.

Eastern Arunachal Democratic  Youth President, Mongol Yomso said that the NaMo wave has spread all over the country. BJP will come to power at the Centre and Arunachal, he said.

Former Minister Tobar Jamoh expressed his displeasure over work order issued without tender, exorbitant price of essential commodities, Education Policy, distribution of unfit School uniform to students, dilapidated JNC hostel etc. He said that the Congress government is pumping up numbers of assurances but they fail to materialize it.

Dist BJP President Daniel Mibang  highlighted the deteriorating Pasighat township road, signing of MoU/MoA on Hydro Power project in Siang belt by Congress government without the consent of public.

He informed that the BJP wave is very strong in 38th Pasighat East Assembly Constituency and appealed to the people to vote BJP for a change and bring development and also to fulfill the other basic facilities which were neglected by the Congress government during their tenure.

 

 

CM campaigns at Monigong and Yingkiong

ITANAGAR: Apr 07: Even as the first train rolled into the station at Borum near Naharlagun today creating history in Arunachal Pradesh, Chief Minister Nabam Tuki gave his best effort to ensure victories in at least two more Assembly constituencies as well as both the Lok Sabha seats.

On the last day of electioneering Tuki today campaigned for Congress nominees at Monigong in West Siang and Yingkiong in Upper Siang districts. While seeking votes for Takam Sanjoy (Arunachal West Parliamentary constituency) and new face Tori Ragyor (Mechuka Assembly constituency) at Monigong bordering China, he sought support for Ninong Ering (Arunachal East Parliamentary constituency) and Alo Libang (Tuting-Yingkiong Assembly constituency) at Yingkiong.

At Monigong, an EAC administrative center, Tuki expressed full confidence on newcomer Tori Ragyor, the Congress nominee from Mechuka Assembly constituency and appealed the people to caste their vote in favour of Congress. He said that the Congress Party with the consent of AICC President Sonia Gandhi had decided to field Ragyor as its candidate from the constituency not without any reason.

“We select our candidates with utmost care. Ragyor is a capable young leader who has shown promises to bring in development in the region that has been deprived of its share for several years,” Tuki said.

While asserting that Congress is coming back to power in the state, he assured full cooperation to Ragyor (if he elected) in ushering all round development of the constituency. He said the focus of the government will be on communication in terms of roads, mobile and satellite links besides other infrastructure.

Admitting the lack of development in Monigong area, the Chief Minister promised that the Congress Government if voted back to power will make up for the lose in good stead. In order to strengthen the party at the Center, he also sought support for Lok Sabha nominee Takam Sanjoy.

“Congress is the mother of all political parties. It’s time we pay back to our mother, so that she can take good care of us,” Tuki said in the second rally convened at Yingkiong. Alo Libang, the Congress nominee, is seeking election for the second consecutive term from the constituency. He faces the second longest serving Chief Minister Gegong Apang in the battle of ballots.

Reiterating that with eleven legislators elected unopposed, Tuki assured that Congress would reform the government and therefore needed support for rest of the nominees including Libang for inclusive growth and welfare of the people of all districts and constituencies.

He appealed party workers not to get carried away by emotions or other factors, especially maneuvered by the Opposition and stick to their party ideologies. He said it was the responsibility of the party to ensure victory to Libang as well as the Arunachal East Lok Sabha candidate Ninong Ering.

“We have been Congressmen since the very beginning. Let’s stay faithful and work to strengthen the party and give a people-friendly government to the people,” he beckoned summing up his election campaign for this General as well as Parliamentary elections.

Electioneering came to halt this evening at 5 pm. The state would go for simultaneous polls on Wednesday while counting of votes would take place along with rest of the country on May 16. (Media Cell, APCC)

 

 

CS advocates for resumption of chopper service to Vijaynagar

CHANGLANG, Mar 07: Chief Secretary Ramesh Negi has strongly advocated for resuming chopper service to Vijaynagar under Changlang district.

During his visit to Vijaynagar yesterday, Negi asked the Miao ADC to initiate action through Changlang Deputy Commissioner for early resumption of helicopter service. He also asked the ADC to initiate construction of civil helipad at the remote circle headquarters.

While visiting the Primary Health Centre (PHC), which provides primary health care services to about 4000 people of the area, Negi asked for posting of medical officer regularly on rotational basis. The Chief Secretary suggested for imparting training to local women for medical attendant for Vijaynagar health sub-center considering the remoteness of the circle headquarter.

Giving priority to education, he directed the department concerned to post sufficient teachers in school of the circle on rotational basis.

He also visited the Fair Price Shop and CPO and asked for placing indent of the required PDS items well in advance to ensure sufficient allocation.

While encouraging agricultural activities in the area he asked the departments concerned for posting of Agricultural Development Officer.

The CS also directed to initiate re-installation of the DG set which is lying defunct for the last few years and also asked the department concerned for Junior Engineer (power) on rotational basis.

In the meantime, casting of postal ballot by officers and officials on election duty was completed yesterday. DIPRO

 

 

Nido murder accused remanded to judicial custody

NEW DELHI, Apr 07: A Delhi court today extended by 14 days the judicial custody of four persons arrested in connection with the death of 19-year-old Arunachal Pradesh student Nido Tania.

On expiry of their remand, accused Farman, Sunder Singh, Pawan and Sunny Uppal were produced before Additional Chief Metropolitan Magistrate Pritam Singh, who remanded them back in judicial custody till April 21, after the CBI did not seek their custodial interrogation.

The case was transferred to CBI from Delhi Police for further investigation after the victim's parents met Union Home Minister Sushil Kumar Shinde and Congress vice-president Rahul Gandhi, demanding speedy justice for Tania.

They had alleged police negligence in the case and also demanded action against the guilty personnel.

The accused were apprehended after relatives of Tania, a BA first year student in a private university, alleged that he had an altercation with some shopkeepers at Lajpat Nagar market here on January 29 after they made fun of his hair style. Following the altercation shopkeepers had allegedly thrashed him.

He was brought dead to AIIMS the next day.

The death of Tania, son of a Congress MLA, evoked angry reactions from people of the northeast living in the national capital who alleged police had failed to protect him.

Police had booked all the four under Section 302 (murder) of IPC after the postmortem report revealed that Tania died due to injuries to his head and face caused by a blunt object.

Initially, police had on February 3 arrested three of the accused under the Scheduled Castes and Scheduled Tribes (SC/ST) (Prevention of Atrocities) Act, 1989.

On February 10, police arrested Sunny and slapped murder charge on all the four accused. Two minors who also allegedly assaulted Tania are facing an inquiry before the Juvenile Justice Board here. PTI

 

 

Promises lack clarity and vision

RUKSIN, Apr  07: Campaign for the April nine assembly and parliamentary election in Arunachal Pradesh came to an end today evening.

Chief Minister Nabam Tuki, while addressing an election campaign here recently made ritualistic promises for overall development of the area. He also assured a systematic plan for creation of Special Economic Zone in East Siang by developing industries, road connectivity and creating an investor-friendly atmosphere.

The 22-page election manifesto of the ruling party assures developmental initiatives to boost up agriculture and allied sector, employment generation, women empowerment and most importantly internal security in the state.

The BJP Yuva Marcha in Pasighat West has released a leaflet depicting a message to the student communities on the present education scenario highlighting the achievement of their MLA, Tangor Tapak, who is seeking re-election.

The BJP’s leaflet highlights some achievements made by Tapak in health sector but it allegedly skips in highlighting the actual picture of health service in the area. It claimed that X-Ray machine, pathological laboratory facilities are installed under Regional Diagnostic Centre (RDC) in Ruksin Community Health Centre (CHC). But, the locals alleged that the RDC sanctioned in Ruksin CHC is yet to be installed properly. Inordinate delay in setting up modern health care machineries at the lone CHC is forcing poor villagers to go to distant places for diagnosis and treatment of complex ailments.  The RDC machineries including X-Ray, Ultra- Sonography (USG) and Computerised Tomography (CT) - scanning machines are lying unused in the CHC for years due to lack of proper infrastructure.

They further allege that the MLA, who himself is a doctor and earlier served as Health Minister has miserably failed to improve the healthcare facilities during his two terms.

The CHC set up in 2003, is the only government hospital and First Referral Unit (FRU) in the area, which caters to about 8000 people covering entire West Pasighat and its adjoining areas.

 

BJP promises strong, visionary and progressive Govt.

ITANAGAR, Apr 07: Arunachal Pradesh unit of Bharatiya Janata Party (BJP) General Secretary and Chief Spokesman Dominic Tadar has promised for a strong, visionary and progressive government in the state, if the saffron party is voted to power.

Addressing a huge party rally at Tezu on March four, Dominic appealed to the people to vote out ‘corrupt’ Congress and give BJP a chance for a changed and developed Arunachal. He promised the people of a strong and visionary Govt. at the Centre as well as at the state and appealed to the people of Tezu-Sunpura to cast their vote in favour of party candidate Dr. Mohesh Chai and elect him in the ensuing election.

He categorically mentioned that Arunachal though a small state, is lucky to get the coveted national general secretary post in BJP through Tapir Gao and it will be our pride to get him elected  at any cost and allow him to be a part of Modi brigade at the Centre.

Addressing the rally, Dr. Chai highlighted the misdeeds of the previous Congress legislator and Congress Govt. at Tezu and corruption at various departments in the constituency. He committed to provide security, sufficient water and power supply, rice to the poor at the minimum rate, bring uniformity in the rates of essential commodity, finish long time gap between tribals and non-tribals and respect for all communities.

Among others, former Ministers Khapriso Krong and Nakul Chai also addressed the rally.

 

 

Elaborate arrangement in place for smooth conduct of polls in Lohit

TEZU, Apr 07: In addition to Amir Khan’s symbolic hoardings of “jo aaj aapka vote kharidega, woh kal aapko bechega’, the Lohit District Election Officer cum RO 2-East Arunachal Parliamentary Constituency through its medium SVEEP has issued Voter Awareness Slogans like ‘Voting is not only our right but it is also our moral duty’, ‘your vote your strength’, ‘Everybody-young and old should vote’, ‘Your vote- the life of democracy’ etc in the Tezu and all over Lohit District.

DEO/RO and SVEEP Tezu has made a conscious effort by dedicating a vehicle for Voters Awareness Campaign, known as Jagriti Rath. The Vehicle which was flagged off from DC Office, Tezu by DEO cum RO Dr. BM Mishra on 6th April had travelled to Demwe via Tafragum and to Sunpura via Tezu market and 32 Mile.

As per scheduled programme, the Jagriti Rath ran from Chongkham to Namsai via Alubari Ghat, today.

Sudanshu Paul, Publicity Operator and Helper Kellar Essi of DIPRO’s Office accompanied the Jagriti Rath to announce different awareness messages for enhancing electoral participation of voters.

Songs and dialogues were played for attracting voters’ interests in election voting.

All the preparations has been touched upon and the DEO/RO and SP along with all the Government employees is all set to conduct the 9th April election as fair and peaceful as possible.

No stone is left unturned by the DEO/RO for successful conduct of the coming Parliamentary and Assembly elections. All the staff and government employees who have been assigned election duties at different level are assisting him in this regard.

As a continuation of series of activities to strictly enforce MCC, the DEO/RO has directed all the FST and SST to gear up their patrolling activities with required police forces from 7th April onward for round the clock duty at various vulnerable locations at T-Junction Tezu Nala, T- Junction ALC Line, T-Junction Rockland, Army TCP, Church Road Bridge Point and Digaru Bridge Point Tezu.

To ensure free and fair election, elaborate security arrangements has been chalked out as preventive measures.

Extending the security arrangements, SP Tumme Amo has also directed OC of Police Station Tezu to erect a temporary ‘Naka’ post at Forest Check Gate located near Hayuliang-Tafragam tri-junction road to intercept all vehicular and pedestrian movements and to check carrying of cash and illegal gift items for inducements of voters.

The Naka is functional from 6th April for round the clock duty and is manned with Flying Squad Team and Static Surveillance Team.

Meanwhile, the period from 7th April to 10th April (i.e. 2 days before Polling Day/ the Polling Day/ the Day after Polling Day) has been declared as ‘DRY DAY’ in Lohit District.

All wine shops have been locked and sealed by Superintendent of Tax and Excise, Tezu, today.

In addition to all these, 14 Polling Stations will be equipped with web casting. The polling in 14 polling stations, 4 in Tezu, 5 in Namsai, 2 in Chongkham and 3 in Lekang Constituencies.

Training for web casting has been imparted to 20 operators by NIC Staff at DC’s Office Tezu. The Live Voting on the 14 Polling Stations will be made available at the official website- http://lohit.nic.in.

Meanwhile Polling Team for Chongkham Assembly and Sioliang (under Tezu-Sunpura) has been despatched from District Election Office today.

Total turn out of 630 voters has been reported for Postal Ballot in Tezu. DIPR

 

 

Mission to raise voters’ participation in East Siang

Soon after the announcement of Parliamentary and Assembly elections, the Deputy Commissioner of East Siang has swung into action and had directed all the officers and officials to leave no stone unturned to ensure a free, fair and absolutely error-free election in the district. Apart from the normal general administration, now as District Election Officer (DEO) she is overseeing all the aspects of the poll preparedness to ensure that nothing was left unaddressed and unattended.  Besides strengthening the election machineries with numerous trainings through lectures and demonstrations, the eligible voters of the district were also sensitized about the importance of exercising “Right to Vote” by organizing mass ‘Pledge to Vote’ at all the major locations of the district on 25th March, 2014. The unique initiative was launched by her under Systematic Voters Education and Electoral Participation (SVEEP) programme with a mission to achieve record voter turnout in the ensuing elections. Notably this mammoth exercise was carried out across all the constituencies before the scheduled polls with the objective of ensuring ‘Greater Participation for a Stronger Democracy’.

The country’s future lies in the hands of young voters but drawing new young voters had always been the biggest challenge for the authority concerned. Stupendous efforts were undertaken on voters’ registration and voters’ participations throughout the district. Several electoral awareness campaigns were organized since the last year.

Recently on 25th March, an awareness rally was organized in Pasighat township followed by pledge to vote, which was enthusiastically participated by people from all walks of life. DEO personally had spearheaded a door to door and shop to shop awareness campaign asking them to vote in the coming elections for healthy democracy. Randomizations of polling personnel & EVMs and preparation for Web-Cast are magical powers of the modern information technology. Initiative taken by the election office for pasting of posters, hanging of banners and hoardings etc in all important locations and time to time radio talks, informative advertisements in news dailies etc gradually put indelible marks in the minds of the voters, is praiseworthy.

It may be inaccurate to deny that money power is simply absent in the ensuing elections which politicians often use to develop captive vote banks. DEO, the watchdog for 60.8 thousand electors is using her potent weapon in fullest strength to provide ground for us to choose the best leaders for our future. The cash and huge IMFLs seized by Flying Squads during the last few days had touched 49 Lacs cash and unaccounted bottles are the sweet fruits of her efforts. Media Certification and Monitoring Committee, Video Surveillance Team, Expenditure Monitoring Committee etc have been formed and pressed into service to check illegal or over budgeted expenditure or ‘Paid News’ etc. So many senior and experienced IAS/IRS officers as observers are closely monitoring every development and tirelessly guiding in the election process to protect the democratic right of the citizens. Unlike in the past, political parties have absolutely failed to influence the commoners in distributing liquors, cash or gifts. They also failed to mislead the voters with their attractive banners, posters, community feasts and other offers. Electoral malpractices of different varieties can hardly be seen these days when ECI has put mechanisms in place to ensure free, fair and peaceful poll. Contesting candidates have to win the heart of the voters with their achievements, missions and visions.

Under watchful eyes of DEO, the election department has presented several demonstrations on voting process at various levels and places, and now a Mock Polling Station is being opened this time in her office premises. Through participation in mock polling, electors can learn more about the EVMs, as well as familiarize themselves with the set-up of the polling station, and get to know about the proper voting procedures. A hotline (18003453609) has also been launched to help the commoners. Adequate security personnel have been deployed in nook and corners of the district and Sector Magistrates and Micro Observers have been entrusted for each and every polling station to assist the polling personnel on election duty for conduct of peaceful elections on April 9 in the district. Apart from these, MV checking has been intensified and adequate security personnel have been deployed to tackle any eventuality. Responsibilities of government employees have been multiplied and paper work has increased manifold at all levels. The hardworking officers and officials work round the clock on a war footing to keep all the things in readiness for 9th April. Salute to them who are toiling day and night in preparations to complete the assigned gigantic national tasks error-free and in transparent manner. They may be unnoticeable or outside the screen but must be appreciated for their sincerity, dedication, skills and unparallel contributions. They are just working and working and working. They do not have time to attend personal problems or take meals timely or to spare time for family and friends.

However, let us hope in such conducive and secured atmosphere, all responsible citizens will definitely come out, participate and exercise their franchise without fear and favor. East Siang is well and truly ready for the polls on 9th April. Let us enjoy the biggest festival of democracy, which happens after five years.

Dear Editor,

This is in apropos to the news item published in your local daily dated 7th April, under the headline “AEKSU SEEKS WELLY’s WITHDRAWAL DOCUMENT.”

It is to be clarified in the same regard that the documents and clarification sought from DC-cum- DEO was being demanded by two of us personally on behalf of the students’ and public of 12th Pakke-Kessang Assembly Constituency as a bonafide citizen of the concern constituency. It should not be misunderstood that whole team of AEKSU was involved in seeking the information.

Humanity at display

Dear Editor,

Through your esteemed daily I would like to thank Smti. Techi Yami, W/o, Shri Techi Lali, a resident of Karohi Colony(Sagalee) under Papum Pare District for returning my wallet containing cash and important documents on the next day after I lost it.

I lost my wallet while returning from Seppa on 2nd April, 2014 while night journeying through Sagalee- Pakke Kessang road. I realized that I lost my wallet while trying to make payment at Car wash centre opposite MM Toyota Dealer near 6 Km Itanagar on the morning of 3rd April, 2014. Having no clue to relocate the lost wallet, I blocked my SBI ATM card through telephone and an FIR was drafted to be lodged at PS Itanagar on the same day. In the mean time at around 11.05 AM an unknown call rung in my cell and a lady on phone informed me about my purse being found somewhere at Sagalee area. And she enquired how she could return the same to me. She handed over my wallet to one of my relative, who was coming back to Itanagar from Seppa on 3rd April, 2014 through Pakke Kessang road. Later that lady turned out to be Smt. Techi Yami.  

My wallet contained important documents like identity card, PAN card, SBI ATM, Driving License along with cash of more than RS. 26,000/-. I was unlucky to lose my important wallet on the night of 2nd April, 2014 and if any wrong man had found it they could have misused my identity. But due to true benevolence human being in the form of Smt. Techi Yami and Shri Techi Lali from Sagalee town my purse was returned safely.

Lastly, I along with my family members once again thank her and pray that almighty God may shower best blessing for happy and luxurious life to her family for such good deed. I request burme(sister) Techi Yami and Brother Techi Lali to please don't hesitate to contact me for any kind of help if I could return throughout my entire life to their family at Itanagar or anywhere else. And this could be an eye opener to other fellow being to follow the path of humanity for peaceful co-existence. And to sum-up with exclamations; if all human being behaves like Smti Techi Yami and her family then this land will turn into a paradise or may become a heaven to live in!

Change in course

The Bharatiya Janata Party (BJP), widely tipped to form the next government, pledged today to revise India's nuclear doctrine, whose central principle is that New Delhi would not be first to use atomic weapons in a conflict. Unveiling its election manifesto, the party gave no details, but sources involved in drafting the document said the "no-first-use" policy introduced after India conducted a series of nuclear tests in 1998 would be reconsidered.

India adopted no-first-use policy at a time when it was under pressure from punitive embargoes by western nations for its nuclear tests, but since then it has been unofficially accepted as a nuclear power. The United States struck a deal with New Delhi in 2008 to give it access to civilian nuclear technology as well as finance even while it carried on with its weapon programme. The no-first-use policy was based on a principle that India would retaliate so massively against a nuclear strike that an enemy would not contemplate such a move in the first place. It will be interesting to see how voters react to this move of BJP. It is believed that this approach has been adopted by BJP to woo young voters who complaints about lack of strong response from union government to the provocative activities of hostile neihgbour like China and Pakistan.
